The merchant is suffering from hiccups. After trying to scare the hiccups out of him, he gives you a quest to find 1×
Hiccup grass growing in the swamp, west of the church across the stone bridge which you have to repair. Return to the merchant for 10 and a 1×

Bring the spices to the merchant for another 10 . You can not give him the spices without first talking to Clotho.
Next you need a

If you ask him about seeds he'll offer you a loan of 5 with 100% interest. If you decline it first, you can always get it via talking about your deal and then about the loan. It is not timed but you have to pay back 10 .
